It replaces the former directive-based framework with directly applicable EU rules and covers packaging of every material across industrial, manufacturing, retail, distribution, service and household uses.<\/p>\n<p>For exporters, packaging can no longer be treated as a separate, last-minute workstream. Sales packaging, grouped packaging, transport packaging and components such as coatings, inks and adhesives may all be relevant. Product and packaging compliance should therefore be managed within the same market-access plan.<\/p>\n<h2>What changed on 12 August 2026?<\/h2>\n<p>The PPWR generally became applicable on this date, but its obligations do not all start at once. Several recyclability, recycled-content, packaging-minimisation, reuse and labelling requirements follow phased dates or depend on future delegated or implementing acts. Many of the major design requirements are scheduled for 2030 and beyond.<\/p>\n<p>Companies should separate their work into two tracks: controls that already apply and design or data changes needed for later milestones. Treating every provision as immediately mandatory can be misleading; waiting until 2030 to review packaging can be equally risky.<\/p>\n<h2>Chemical requirements that deserve immediate attention<\/h2>\n<p>Article 5 maintains the concentration limit for heavy metals in packaging and packaging components. The combined concentration of lead, cadmium, mercury and hexavalent chromium must not exceed 100 mg\/kg. The evidence should relate to the actual packaging construction, particularly where recycled material, coloured inks, metallised layers or multi-material structures are used.<\/p>\n<p>Food-contact packaging requires an additional PFAS review. From 12 August 2026, food-contact packaging must not be placed on the EU market where PFAS concentrations meet or exceed the limits in Article 5(5), subject to the analytical scope and interaction with other EU restrictions. The regulation specifies:<\/p>\n<ul>\n<li>25 ppb for any individual PFAS measured by targeted analysis, excluding polymeric PFAS from that quantification;<\/li>\n<li>250 ppb for the sum of PFAS measured by targeted analysis, where applicable after degradation of precursors; and<\/li>\n<li>50 ppm for total fluorine, together with the supporting-evidence mechanism set out in the regulation.<\/li>\n<\/ul>\n<p>A generic supplier declaration may not be enough. The analytical approach, packaging layer, intended food-contact use and any overlapping food-contact or chemicals legislation need to be considered together.<\/p>\n<h2>Who should act first?<\/h2>\n<ul>\n<li>Food, beverage, kitchenware and other businesses using food-contact packaging;<\/li>\n<li>Products using oil-resistant, water-resistant or barrier coatings;<\/li>\n<li>Brands and manufacturers with high volumes of plastic, composite or recycled-material packaging;<\/li>\n<li>E-commerce exporters managing many SKUs or frequent packaging changes; and<\/li>\n<li>Non-EU manufacturers whose importers rely on them for material and production evidence.<\/li>\n<\/ul>\n<h2>A practical four-step readiness plan<\/h2>\n<ol>\n<li><strong>Build a packaging inventory.<\/strong> For each SKU, record sales, grouped and transport packaging; material and component details; weight; suppliers; food-contact status; and the responsible EU economic operator.<\/li>\n<li><strong>Map requirements by date.<\/strong> Separate currently applicable controls from the 2028\u20132030 and later milestones. Identify product-specific exclusions and follow-on EU acts before finalising a conclusion.<\/li>\n<li><strong>Create an evidence chain.<\/strong> Align material specifications, supplier declarations, test reports, risk assessments and change-control records for heavy metals, PFAS and any other relevant substances.<\/li>\n<li><strong>Integrate compliance into design and purchasing.<\/strong> Review material reduction, design for recycling, recycled content, label space and traceability when a pack is created\u2014not only before shipment.<\/li>\n<\/ol>\n<h2>How Qianxin can support your review<\/h2>\n<p>Based on the product, packaging construction and destination market, Qianxin can help with regulatory scoping, selection of relevant chemical testing items, coordination of testing and technical information, review of supplier documentation and export-compliance preparation.
